Making way for greater space and energy efficiency.

We have now completed phase 1 of our Exchange Optimisation programme.

This programme reduces the space and power that PXC uses in the Openreach exchanges and moves services to future fibre products. Selected SMPF, EFM, EAD and MPF services are impacted in different ways as we move services within each individual exchange.

This programme will continue through to 2027, but with more volume and continued impact to partners.

Next Steps

As part of the Exchange Optimisation programme, there will be two main streams of activity to ensure services are moved or ceased within specified timelines.

  • Partner-led: For services including SMPF, EFM, and MPF – partners will need to engage with us to transition these services.

  • PXC-led: For services including EAD, FTTP/FTTC, and some MPF services – PXC will take the lead in transitioning partners to suitable alternatives with minimal disruption to your services.

Partner-led Services

Your account management teams will be on hand to support you through your transition of these services.

SMPF

SMPF is a broadband only service and sits on top of a WLR line (voice) service. This service is scheduled to reach end of life at the end of 2026 as part of the All IP programme. However, we have identified several priority cohorts which will be ceased at the beginning of July, unless there is an active order placed to move to another service. For these services, action should be taken to either cease them or migrate them to a strategic product such as SOGEA, FTTP, or MPF immediately. We can provide information about this service when data is requested (online data request form).

We strongly recommend that you take immediate action to migrate these assets to alternative products in order to ensure continuity of service.

EFM

Similar to SMPF, this product has been divided into prioritised cohorts. These services must transition to strategic products aligned with the PXC EFM stop-serve already in place. We currently have several offers available to help facilitate this move.

MPF

Where PXC is unable to transfer an MPF connection, it will need to be ceased or migrated to available strategic products such as SOGEA or FTTP.

PXC-led Services

PXC will manage these transitions on your behalf. These changes are primarily network reconfiguration and will result in minimal impact to end customers. No action is required from partners unless we contact you directly, and your account team will be on hand to support you throughout the process.

EAD

During scheduled maintenance windows, PXC will migrate EAD services between comingles within an Exchange. As this occurs entirely within the exchange, there will be no impact on optical distances or CPE. We are planning to complete these changes between July 2026 and February 2027.

MPF

If there are no capacity constraints, PXC will move MPF connections between comingles. We plan to complete this change over the next six months.

FAQ

Why are Openreach closing exchanges?

As part of the nationwide move towards full fibre, Openreach has announced their intention to exit exchanges that will no longer be needed to support FTTP, FTTC or Ethernet services. Openreach’s 5,600 exchanges were originally built for the Public Switched Telephone Network (PSTN), but only about 1,000 are now needed for modern fibre services.

Will my customers be affected by the closures?

We will be notifying all affected partners in advance of exchange closures, so you have time to consider the best options for your customers. Please keep an eye out for emails from us, and updates to this page with further details.

What do I need to do to support my customers?

Customers who are currently using legacy technologies will need to be migrated to future-proof products to ensure they continue to benefit from great connectivity services in the future. Please refer to the ‘Our Approach’ sections for further information and details about next steps.
